Women in Leadership: Policy Brief


Context


Despite comprising over 50% of Somalia's population, women remain significantly underrepresented in leadership and decision-making positions across all sectors.


Current Situation


Women hold only 24% of parliamentary seats and less than 15% of cabinet positions.


Policy Recommendations


1. Legislative Reforms

  • Implement and enforce gender quotas (minimum 30% women's representation)
  • Review and amend discriminatory laws
  • Strengthen legal protections for women leaders

2. Capacity Building

  • Establish leadership training programs for women
  • Create mentorship networks
  • Provide scholarships for women in governance studies

3. Institutional Support

  • Establish women's leadership funds
  • Create safe spaces for women's political participation
  • Implement gender-responsive budgeting
